Do you think this is okay? Is there a specific safety reason to the age limit?

Toys are far safer than they used to be, so it's probably a developmental age guide. My 10 month old loves playing with his three-year old sister's toys, we just make sure he doesn't get anything that is clearly dangerous to him. As long as he can't get at moving parts or the batteries he'll be fine.
