Is jason voorhes the same person throughout the series?

I just watched Friday the 13th: A New Beginning. and when Jason "died" that guy tommy had the mask and became psycho. does jason new people always takeover the costume like that? i havent watched many Friday the 13ths so idk. so am i wrong? is Jason the same person throughout the series???
