Is this item or ebay seller legit? Is the item of good or low quality?

Anything I have ever bought on ebay that has come from overseas has been of very poor quality.I actually quit buying stuff on ebay because of this reason. Even if I put in US ONLY, I wind up being surprised with 4 week long shipping from overseas and wind up with something that is of way worse quality than what the picture looks like. Read the return policy very carefully, because it usually will cost more for you to return it than what you paid for it if you are unhappy with it.
