Thoroughbred abuse problem please help!?

Okay so pretty much everyday i drive by this horse farm and theres this mare and her foal i don't know whether its a colt or filly and i'm not sure how many other horses there are i want to say at least 9 or 10. Anyways this mare is very weak extremely underweight so weak she can't even get up! Her foal seems to get around fine but he/she is still very underweight and probably needs immediate vet care along with his/her mother. All the others seem to be in fair condition though they look fairly skinny to. I want to do something but what HELP PLEASE!THIS IS VERY AGGRAVATING TO SEE A SHITHEAD TREATING THESE POOR ANIMALS LIKE THIS!
